The only problem with this method is it is easy for address harvesters
to adapt to capturing the mailto: location when they crawl to the
CGI URL.

You can do something similiar with Javascript (since harvesters probably
cannot interpret it), but then users that have disabled javascript
would not be able to easily access the mail address.
