Netscape 7, Internet Explorer 5 and 6 are able to display
Unicode character entity references.  Netscape 4.7 is not.
I guess nearly 99% of browsers used by Japanese people can
display them.  Besides, it is not a bad thing to motivate
people to use modern browsers since they don't have to pay 1 yen.
(Social cost of supporting Netscape 4.x is getting larger.)

I think MHonArc::CharEnt should be the default converter.
