What were the difficulties in the bug submission process?  Bugs should
not be difficult to submit, and if the submission form on savannah is
going to be a problem for users, I'd like to know.

I have no idea since I have not used CPANPLUS.  First, I would check
that MHonArc2.5.8.tar.gz is a valid tar.gz file when you download it.
When I uploaded to CPAN, the md5 checksum looked correct.

If it is, then it is in CPANPLUS domain and you should contact the
maintainers of CPANPLUS.  Note, you are using a non-stable release
of Perl and a alpha module (CPANPLUS), so there may be some problems.
