I think you got the wrong  format. You seem to have xdxf format rather than stardict, which has a .dz file extension. I just pulled an English/Brazilian Portugese Stardict format dictionary down and loaded it - worked fine.

The one sneaky bit is that when you've installed the right files, you need to enable the dictionary in the dictionaries menu. It's not altogether obvious, but there's a dot to the left of the line you have to click on, which changes the "O" to "V" which tells you it's enabled. No idea what the significance of O and V is though...
