I agree that either a WLAN product has different SKUs and preconfigs for different reg domains or it should be decided during the setup phase while asking language, etc. The bug report linked earlier in this thread suggests that the N900 instead tries to use the GSM network to determine what reg domain it should adhere to. Strict freq & output power compliance (802.11h-2003) should only be enforced for 5 GHz devices which is why this is puzzling.
