The developer can mark a field as being numerical; and this is used
for the phone number entry fields through the system.

This means you can type + and 0-9 without having to hold down the blue
shift arrow (indeed, holding down the blue shift arrow will make it
NOT work, as you have found - this makes it go from convenient
shortcut into unobvious and obstructive).
