Yes.  I think, after further research, that libsqlite3 will do what I 
really need -- provided I can find sqlalchemy, which seems to be a 
python library so that python programs can access data bases.

Now that's either already there someplace (in which case I have to learn 
where and how to tell python where to look), or it's in some python 
package somewhere...
