Yes.  I think I found files like these in what gronmeyer calls the maemo 
chinook repository.

But when I look where you pointed, in ..../diablo/...sqlite3, there 
*are* files

libsqlite3-0_3.4.1-1osso3_armel.deb                             
libsqlite3-dev_3.4.1-1osso3_i386.deb                            
sqlite3_3.4.1-1osso3.diff.gz                                    
sqlite3_3.4.1.orig.tar.gz                                       
libsqlite3-dev_3.4.1-1osso3_armel.deb                           
libsqlite3-0_3.4.1-1osso3_i386.deb                              
sqlite3_3.4.1-1osso3.dsc                                        

So there *are* sqlite3 files there, but not .debs.  A source package, 
and a "dsc" file, whatever that is.  The package 'sqlite3' is supposed 
to be a command-language interface to sqlite 3, whatever that means.

Which leaves the question why the application manager isn't seeing 
the corresponding library .debs in chinook.

I guess I can use apt-get or aptitude to install libsqlite3 and 
libsqlite3-dev on the off chance that they will satisfy anki.
