Go to Maps->Manage Repositories...->Cache DB field. You can specify
any location to store the maps. You can either type the location
directly into the field or "Browse..." to where you want them to be
stored. IIRC you'll have to do this for each repository that you've
enabled.

I'll let someone else fully answer this one. I've successfully done it
once, but mostly I create my own or import them from gpx files. I
think all you have to do is POI->Download... and there is already a
"Source URL" filled in that works. Click the "Use GPS Location" radio
button to download POIs near your current location, then click "OK". I
haven't tried downloading POIs for other areas.
