I don't think stupidity is a better answer here than malice :-} It's an application that handles my passwords. Stupidity can be as bad, or sometimes even worse, than malice, in that arena. And, by viral, I was comparing it to computer viruses which continually re-add themselves to a registry, or real world viruses that hide and replicate in your cells so that your immune system has trouble finding them, and they keep coming back after you've fought the initial infection (ala chicken pox, which can come back as shingles). It _could_ just be that their "be sure we're activated" part of the installer always runs when the PDA comes up, instead of only doing that the _first_ time the PDA comes up after installing the app. But I still find it to be an extremely inappropriate behavior.
