I do believe the VoIP support is Jabber Jingle, which is what Google Talk 
uses. I looked at it briefly, it seemed possible to select Google Talk or 
just plain Jabber, with which I would assume you can select your own server.

If I'm not mistaken, Jingle uses XMPP for signalling and a few different 
selectable codecs for the audio. No idea what codecs are included in Maemo 
2.0, though.
