[maemo-users] Flite TTS app, or: how do you use non-Application Installer-ready software?

Following a link at Internet Tablet Talk, I went to a page about porting
Flite text-to-speech software to the Nokia 770.

This page has a arm binary download:
http://users.tkk.fi/~tnikkila/maemo/flite/download.html

Apart from the fact that the application appears to create a sound file that
the 770 can't play :-), I'm wondering what one needs to do to install this
app (or similar non-Application Installer-ready ones) for use.

Is this a case of "only if you're root"? Or something less complicated?
