IAP's are stored in gconf, so adding them programmatically is trivial. See http://maemo.org/maemowiki/DummyIAP for example. For real IAP's, just create one with the GUI and check the contents of gconf IAP tree after that for an example howto create them. I have no idea what CommDB is, and since it's related to Symbian I'm not sure I want to know either =)
