Hm.  Ok, so now we (conditionally) feed freed block counts into the
transaction block reservation unless it hits UINT_MAX.  A transaction
roll will prevent t_blk_res from climbing infinitely high, and the
effective result is that we can pingpong without blowing out the block
reservation limits.

I'll try this one out for 5.9, thanks for putting this together.
