Please doublecheck your wireless regulatory setting. On the default
"world" domain, it is unlikely you will be able to see networks on
channel 13. You may well have chosen that specific channel because it
was so quiet.
If so, you need to:
iw reg set PL

Confirm that it got set by issuing:
iw reg get

The expected output is along the lines of:
country PL:
	(2402 - 2482 @ 40), (N/A, 20)
	(5170 - 5250 @ 40), (N/A, 20)
	(5250 - 5330 @ 40), (N/A, 20), DFS
	(5490 - 5710 @ 40), (N/A, 27), DFS
