Are you sure about the values? ar5212reg.h from legacy-hal has:

#define AR_ISR_QCBRURN                  0x04000000 /* QCU CBR underrun
interrupt */
[...]
#define AR_IMR_QCBRURN                  0x04000000 /* QCU CBR underrun
interrupt */
