[PATCH] rtlwifi: Remove excessive check in _rtl_ps_inactive_ps()

There is no need to check "rtlhal->interface == INTF_PCI" twice in
_rtl_ps_inactive_ps(). The nested check is always true. Thus, the
expression can be simplified.
