[mac80211] Implement EU regulatory domain

Please consider the attached patch (inline sign-off & short description)
for inclusion in 2.6.27

Implement missing EU regulatory domain for mac80211. Based on the 
information in IEEE 802.11-2007 (specifically pages 1142, 1143 & 1148) 
and ETSI 301 893 (V1.4.1).
