What is the current state of this project? Is anyone still working on a driver for the PLX USB3380?

For registered users PLXTech itself offers a driver download[1] which is a snapshot of Linux kernel version: 2.6.38.6-26.rc1.fc15.x86_64 (Linux OS used: Fedora 15). The code itself contains

  MODULE_LICENSE("GPL");

So it sould be a legal base for the mainline.
