Thanks for the reply Oliver,
No,  nothing else connected on the other hub ports ( I use a 7 port
Dlink usb hub)

One more thing I want to say, here is a more detailed on the issue

1. on terminal 1 i run busybox microcom /dev/ttyUSB3 and issue the AT commands,
    and  after i get connect OK from the other side, i keep the
microcom window open.
2. Open a different terminal (terminal 2) and issue dhclient wwan0 or
ifconfig wwan0 up

with the above I see the issue

in the above sequence, if I exit from the microcom window (terminal 1)
 and try the dhclient or ifconfig (terminal 2)i don't see any
issue.
