It's a VIA USB3.0 hub. I've not used it before but I heard it has
several issues. So the easiest solution is to use another SS hub which
passes USB-IF certification.

It even works fine if i connect the same USB 2.0 Device through a SS Hub connected to USB 2.0 port (EHCI root hub).

When a SS hub is connected to EHCI, it just works like a HS hub. No

Can you post the output of lsusb -vvvv and lspci -vvnn?
And what occurs with the following two scnearios:

2. xHCI root hub --- some other SS hub or HS hub --- the same USB2.0 device

The address command is rejected by the device. What happens if you plug
the device to EHCI controller or to xHCI root hub (without the SS hub)?
