The usbmon trace confirms the result. The touchscreen has disconnected itself electronically from the USB bus. This isn't a USB problem; in fact, there's no way to communicate with the touchscreen over USB. You have to find a different way of telling it to turn on its USB connection. Maybe there's a BIOS setting or some other program you can use.
