Can you post a usbmon log showing what happens when you plug the hub 
and mouse into the laptop?

The hub's descriptors look right.  This means there's probably
something wrong with the host controller driver.  This "S3C OTGHCD" 
driver isn't in the regular kernel; the Android people must have added 
it.
