I moved that cable to be plugged into a mobo port, reducing the hub in path 
count by one, getting this in dmesg:

Then I tried the echo trick:

Unplugging it, and replugging it is more difficult, but here goes:
I plugged it back into a more accessible breakout this time. still on the 
motherboard:
usb 2-10: USB disconnect, address 10
usb 2-8: new full speed USB device using ohci_hcd and address 11
usb 2-8: New USB device found, idVendor=03eb, idProduct=3301
usb 2-8: New USB device strings: Mfr=0, Product=2, SerialNumber=0

Apparently these cables need a powered hub to even think about working.  On 
mobo power, no biscuit.  So you are right, its a POS.

New ones will be here in 3 or 4 days, amazingly, 1/5th the price I paid for 
these ($40 ea) about 4 years ago.  As I have 2 of these, and the other is 
not in use, I'll try it in the meantime.  No biscuit, bad dog, put them 
both on a powered hub and everything signs on about 20% of the time.
