It might not be the only sensible way, but to my eyes, I must say, it looks nicer because we avoid many EXPORT_SYMBOL(), avoid loads of callbacks and keep PM-related code local to their own context (xhci-pci handles PCI only and xhci.c handles XHCI only), etc. -- balbi
