USB 2.0 disk performance

If I have a 2.6.31.6 kernel running on an ARM, what kind of performance can I get how?  I'm getting about 14 MB/sec read and write and the customer of my customer (I'm an independent contractor) is expecting 20-30.  Is that possible in linux?  (I get the same performance on a x86_64 running ubuntu 10.10).  What's the deal we can tell them?

Stuck for the time being with that kernel.  Money is out for significant new work at the moment.
