I tried to follow up in kernel.org Bugzilla, but it seems broken now.

Looks like wvdial gets confused by the kernel behavior.  It does not seem
directly connected with DCD handling, which my patch aimed to fix, but maybe a
side-effect of the change causes this trouble.

Andy, would you be so kind as to post an strace log of the wvdial process?  I'd
prefer to have a complete log from the start of the process if possible.  I'm
curious what wvdial gets from the kernel.
