Four devices all plugged into the same controller are going to have to
share bandwidth no matter what; there's no way around it.  That's true
even if you use a USB-3 controller and USB-3 hub.  If the hub is
powered, the devices can draw their power from the hub instead of from
the controller.

Why not use a USB-2 controller and a USB-2 hub?

According to Greg, you can't buy a working USB-3 hub.  So I'd guess no, 
there isn't.  Not yet, anyway.
