Not specifically.  An application can monitor the system log, looking 
for overcurrent notifications.

There is no way to switch off power to a port at all, let alone keep it
switched off.  The best you can do is to unbind the hub driver from the
port's hub -- but then none of the ports on that hub will be usable.
