Do we really have to do this? How often will it be a problem?

We do have a problem here.

There was just recently the Huawei 169 which reset because of the wrong sense size problem. This thing is switched by usb-storage/unusual_devs so it went into a cycle of switch and reset.

A reset restriction would have changed that behaviour (also hiding the bug though; I daresay that few people actually use the flash card slot coming as a goody in those wireless modems).
