Lacie USB3-FW needs a few resets to be detected properly

Hello,

I have noticed that my Lacie USB3-FW drive now needs about two minutes and a few resets to actually be detected properly. It did not do that in the past so it seems to be a regression:

I only use this drive for cold backups which means it does not get connected all that often. I can reproduce it on at least one different machine. I am on 6.4.12 kernel now. Back in September 2021 when we figured out a quirk needed to get UAS working the startup delay was not there. This appears to have been in kernel 5.14-5.15 timeframe. I tested with 6.0.8 on an older system and it seems to be affected too. Testing earlier kernel versions is going to be difficult.
