It should be clear that bandwidth is indeed connected to the bus.  The 
case you're worried about (using up a TT's low/full-speed bandwidth 
before using up the bus's high-speed bandwidth) merely shows that 
bandwidth is also connected to TTs.  Both have to be considered when 
doing allocation.
