It looks like this bug report and #14499 are duplicates.

A fix for some Huawei modems was added in 2.6.31.5.  Does it help with 
your problem?

If it doesn't, please attach to the bug report a usbmon trace showing
what happens when you plug in the modem.  Instructions are in the
kernel source file Documentation/usb/usbmon.txt.
