That's unusual. The root cause is probably a bit earlier. Recompiling
with CONFIG_USB_DEBUG might tell you more. Which kernel versions
are these and are the test machines identical?

BTW, cdc-acm doesn't come into play. The failure happens before
the kernel can determine the driver to be loaded. As a long shot, you might 
try the kernel parameter old_scheme_first of usbcore.
