Is your device running at full speed (12 MBit/s)?

If yes, can you check if there are any common mode chokes at the D+ and D- 
lines of your device, and if yes - do a test with removed chokes?

The EOP condition is a 2-bit-long common mode signal, and if you really need a 
common mode choke for 12 MBit/s, you have to use a 4-wire choke with VCC and 
GND included.
