This sounds like a distro problem, not anything the kernel does, as it
does not mount usbfs on it's own, and never has.  What distro and
version are you using, and have you asked the distro developers about
this yet?

For .29, no, it is not a known change.  But for .30, you will have a
change.  It will be very hard to even build in usbfs that you can mount
at /proc/bus/usb/ as it is not anything that is needed anymore by
userspace, and only causes problems.
