Are you sure you're running a kernel built with CONFIG_USB_DEBUG enabled? If you are then I guess you need to look in a different directory (this file was moved recently). Do: mount -t debugfs none /sys/kernel/debug and then look in the /sys/kernel/debug/usb/ehci/sb_05/ directory.
