This looks like your XHCI is suspended when you unplug AC but remote wakeup is not operational. The problem looks specific to XHCI not USB in general. Time to add the XHCI maintainer. Mathias, hotplug on battery fails. The XHCI seems to fail to wake up if something is plugged into the root hub.
