You might be happier thinking of this as fixing two
deeply related bugs with one patch.

In no way is
this "before its time"; both of those bugs should
have been addressed by the patches which created
and populated drivers/usb/otg. That those patches
did not do so was an oversight.
Ah, that explains it better than the "buildfix".
