Guys, I guess I found workaround.

System: Fedora 23.
Kernel: 4.4.3-300 (Fedora repo).

Firstable, I am not be able to shutdown my computer without quirks. I
have to add:

xhci_hcd.quirks=270336 (XHCI_SPURIOUS_WAKEUP and XHCI_SPURIOUS_REBOOT quirks)

or

xhci_hcd.quirks=262144 (XHCI_SPURIOUS_WAKEUP)

to GRUB_CMDLINE_LINUX.

xhci_hcd.quirks=8192 (XHCI_SPURIOUS_REBOOT quirks) does not work.

But this is not enough, I had to prepare script that I put into
/lib/systemd/system-shutdown/ as unbind-xhci-devices.shutdown. Power
off works fine now, but I still think that this is serious bug, which
should be fixed as fast as possible. Power off does not work if I try
use only quirks or only script. It does not matter which quirks(270336
or 262144) I use with my script, power off works fine. BTW, after this
trick, mouse clicking no longer initiate boot process until monitor is
enabled after proper shutdown, as well.

Do you need anything else, except lsusb, lspci and lsusb -t that I
have already sent to you?
