-lowlatency is Ubuntu's optional kernel config.

A stock Ubuntu kernel is CONFIG_PREEMPT_VOLUNTARY=y && CONFIG_HZ=250
The -lowlatency kernel is CONFIG_PREEMPT=y && CONFIG_HZ=1000

That is the only difference.
