Yes, unless disabled or told to ignore your device, ModemManager will
probe many serial devices with some AT commands which might conflict
with other tools like gammu that want to do the same thing.

But MM (at least 0.7 or later) shouldn't be changing any settings on
your device unless it has been told to "enable" it by some other tool.
NetworkManager will ask MM to enable the modem if NM's WWAN "switch"
hasn't been turned off (nmcli radio wwan [on|off]).  So that's probably
what was happening.
