On which platform did you see this problem?

Do you have any kernel messages when this problem happens?

It should be more helpful if we have kernel messages with usbcore and xhci dynamic debug enabled.

"usbcore" and "xhci" dynamic debug could be enabled with below commands.

# echo -n 'module xhci_hcd =p' > /sys/kernel/debug/dynamic_debug/control
# echo -n 'module usbcore =p' > /sys/kernel/debug/dynamic_debug/control

There's also a bug that's been filed with Fedora
https://bugzilla.redhat.com/show_bug.cgi?id=1168557 for this issue,
and there's the lspci info from different machines listed there.

The computer will reboot instead of shutting down. We found a work
around when you disable xHCI (and consequently USB3) support in the
BIOS and the bug goes away. This has been present in Version 3.17 and
later in the kernel changes for Fedora 21.
