These are only updated when the producer or consumer (enqueue ptr=producer, dequeue ptr=consumer in this case) pass the last link TRB of the last segment. The cycle bit in a TRB is only written once, together when the producer writes the trb to the ring. The TRB cycle bit at the dequeue pointer is compared to the consumer cycle state.
