[PATCH 1/2] tgt-admin: allow setting target paramaters

This patch adds setting the following target parameters:

scsi_id
scsi_sn
vendor_id
product_id
product_rev
sense_format
removable
online
path
mode_page

write-cache

Usage will be documented in the 2/2 patch.
