Here's the files in the folder, when I ran
sudo dpkg -i espeak-ng
It came back that it cannot find the package espeak-ng

sudo dpkg -i espeak-ng
then hit tab if in the same directory as the archive.
Once done, try sysctl enable espeak then reboot.
