afaik, there's no requirement. You could even have an empty passwd. That would be more than foolish, of course, but you could do it. I can tell you that my Fedora passwords are much shorter, for instance. Are you perhaps getting confused by an evaluation widget that gives real time feedback on the strength of your entered password? I believe there's this kind of guidance going on in the graphical environment. My passwords do well on that widget because I avoid correctly spelled dictionary words, and I mix case, numerics, and punctuation into my passwords.
