I'm running ubuntu vivid (15.04) and it appears that speakup and orca
work together. I can switch back & forth between character console and
the GUI and speech hasn't failed yet.
I think if you search the archives, you'll find messages from me
explaining how to recompile espeakup for debian so it uses pulseaudio.
