First, this is a system file created by the kernel part of speakup. So, you don't want to nuke it, though doing so wouldn't be a disaster either. Second, this file is supposed to be write-only. Third, if it tells you that file already exists, you're doing something wrong. You need to input that line exactly as I gave it, including the greater than sign.
