I think you'll find those parameters in /sys/accessibility/speakup and
some of its subdirectories. For example, I think the subdirectory i18n
contains the file called characters, where I change pronunciation of the
capital and small letter z. I'm using software speech, and I believe
the rate and volume settings are stored in the subdirectory soft.
Punctuation settings seem to be stored in /sys/accessibility/speakup
itself. Hope this helps some.
